Proposal Process

To ensure decentralization, transparency, and efficient governance, different proposals will be implemented through different channels. If unclear, consult the Governors.

  1. For proposals that require full consensus and partial internal consensus, follow the steps below:

    1. General discussion (forum:)

      1. Anyone (Traveller and above) can initiate a discussion in the forum section

      2. If more than 5 Guardians comment and agree that a proposal is needed, the Guardians will initiate a formal proposal

    2. Formal proposal (forum:; voting:)

      1. The Guardians will refine the content and initiate a formal proposal in the forum section according to the BIP template

      2. At the same time, synchronize the content of the formal proposal on the voting platform

    3. Voting (voting:)

      1. Unless otherwise specified, a minimum of 3 days will be required for the snapshot voting period

  2. For proposals that require personal arbitration and partial internal consensus: To avoid excessive governance, if it only affects specific working groups, goals, or deliverables, it does not need to go through the proposal process.

  3. Protective proposal:

    1. To protect the overall interests of the community, for example, for some strategic actions that require confidentiality to gain a competitive advantage, or if early disclosure will significantly affect the results, it may not follow the above proposal process. However, it must provide supplementary proposals and disclosures to the community at an appropriate time. It is recommended to reach a consensus locally (such as Sword Holders and Guardians) and seek sufficient support for supplementary proposals afterwards (otherwise, it may bear possible consequences, such as irreparable reputation damage). If necessary, a confidentiality agreement can be signed.

    2. For possible emergency events, it may not be subject to the above proposal process, but it must notify Sword Holders and Governors, confirm sufficient support, and the proposal will not be subject to the usual minimum duration limit once passed.
