# 治理规则

## **定义**

BuidlerDAO 采用以季度为单位的规划和管理方式。自白皮书于 2023 年 7 月上线以来，每个季度都被视为一个战略时间框架，旨在实现核心指标、发展目标和全面提升社区参与度。S0 季度被设定为试运行季度，季度周期可能会有所延长。自 S1 季度开始，将执行规范的社区治理模式迭代。

时间维度：每个季度为三个月，季度计算起始于 BuidlerDAO 白皮书上线之日，即从第一个季度（Season 0）开始。

发展路径：季度被构建为社区发展的清晰路线图，通过明确定义贡献者的任务和目标，促使社区成员齐心协力，共同专注于推动共同事业的进展。

这种以季度为基础的战略规划不仅确保了 BuidlerDAO 的发展目标有序推进，而且有助于激发社区的活力，促使更多成员积极参与，共同塑造和推动 DAO 的未来。

## 竞选**会议**

每个季度的最后一个月，由运营公会组织，举办公开的社区竞选会议。

会议内容包括收集回顾社区发展的问题，提出下一个季度业务小组提案、选举和轮换等。

## **预算**

在每个季度的竞选会议后，季度预算由 Governor 治理小组（由公会 Head 和业务小组 Lead 确组成）确认。在季度开始之前，社区会举行本季度工作规划和预算会议，以讨论和分配季度预算。

每个月末，全社区范围进行 PoW 回溯。社区管理小组负责统计申报 PoW，执剑人和 Governor 治理小组则负责审核和处理与 PoW 激励相关的记录。最终，经由论坛公示，并通过全体成员的决策批准，确保审批的透明性和社区共识的形成。
